In 1957, within the ambit of Prime Minister Nehru’s Second Five-Year Plan, the Village Housing Program (VHP) was granted loans to individuals and cooperatives of up to the 5,000 per unit. By the end of the 5th Five Year Plan (1974–1979) only 67,000 houses could be built under this scheme. The House Sites-cum-Construction Assistance Scheme (HSCAS) was introduced in the 4th Plan, which was shifted to the territory from 1974-75. With the launch of Indira Awaas Yojana (IAY) by the then Prime Minister Rajiv Gandhi in 1985, the public housing program in India received a boost. IAY was started as a rural housing program targeting SC / ST and minority populations. The program was gradually extended to cover all Below Poverty Line (BPL) populations. The Pradhan Mantri Awas Yojana was launched in June 2015 by Prime Minister Narendra Modi with the objective of providing affordable housing, as part of the sustained efforts of the Government of India to meet the housing needs of the rural and urban poor.
